According to the report:

Massat’s neighbors, Stephanie Hayes, 49, and Cara Hayes, 28, of 2192 Finland Drive, called the sheriff’s office after Massat entered their yard and began yelling obscenities over “their water.”

About 20 minutes later, Massat returned with the stake. The Hayes’ were on the back lanai with three young children. Afraid for the their safety, the women took the children inside, while Massat remained on the lanai, making threats while holding the stake.

When a deputy arrived, Massat was still carrying the stake and still yelling profanities. She was arrested and taken to the Hernando County Jail, where she was being held Tuesday with bail set at $25,000, records show.
